New England is noted for its typically unpredictable weather, making safe travel a challenge during the winter months. The Hanscom inclement weather leave guidance is available to help civilian employees and their supervisors safely navigate the storms.

The following Hanscom inclement weather leave guidance governs civilian employees during hazardous conditions.

Delayed Reporting:
The objective is to ensure that all personnel are allotted extra time to get to work safely. Therefore, employees who can safely report to duty at their normal time or shortly thereafter, are expected to do so.

Under the administrative dismissal procedures, per the authority of the installation commander, late reporting allows "tardiness not in excess of two hours. Tardiness in excess of two hours may also be excused because of an unavoidable delay resulting from adverse weather or from disruption of public or private transportation in individual cases which are personally reviewed by appropriate supervisors." Bargaining unit employees and their supervisors should refer to their respective local bargaining agreement for applicable guidance on excused absences. For questions regarding contract provisions, contact the Labor Relations Officer at 781-225-1374.

Employees who request and receive approval for leave and do not report for duty are charged leave for the full duty day.

Mission essential employees must report for work at their regular time.

Delayed Opening:
Employees not designated as mission essential personnel are excused from duty without loss of pay or charge to leave up to the time announced for reporting. One reason a delayed opening can be utilized is to facilitate the removal of snow from parking areas, non-mission essential personnel should not report to work until the announced time to assist in this effort.

Mission essential employees must report for work at their regular time.

Early Dismissal:
Employees on duty, who are not on leave, will not be charged leave for the remaining hours of their work shift at the time early dismissal takes effect.

Employees who are absent, who are on leave that day, continue to be charged with the appropriate leave.

If an employee is scheduled to report for duty after an initial period of leave and early dismissal takes effect before the employee can report for duty, appropriate leave (not administrative) is charged until the time for dismissal.

If an employee departs on annual, sick, compensatory time or leave without pay after official word is received, but prior to the time set for dismissal, the employee is charged the appropriate leave for the period from when the employee departed until the authorized dismissal time.

If an employee is absent on approved leave for the entire work shift, the entire absence is charged to the appropriate leave. Administrative leave is not authorized.

Base Closure:
When the 66th Air Base Group commander determines that all or part of an activity must be closed, non-mission essential employees will be released from duty without charge to leave or loss of pay, including those employees at off-base facilities.

When a decision is made to release employees due to hazardous weather, the commander's office will notify serviced organizations.

When hazardous weather conditions arise outside of normal duty hours, resulting in base closure, all regular employees scheduled to work that day, except those required to perform mission essential duties, are authorized administrative leave. This includes those scheduled for annual or sick leave, but does not include those in a non-pay status on the days immediately before and after the days the activity was closed.

Administrative Leave:
Administrative leave must be reported in the Time and Attendance System using the code LN for type of hours.
