TRICARE is a health care program for active duty, their eligible family members, their survivors and eligible retired military personnel and their family members. TRICARE is designed to: 1) improve timely access to health care 2) maintain a high quality of care 3) offer more services and a full range of specialists 4) give beneficiaries a choice of plans and providers and 5) control health care costs.

Who is eligible for TRICARE Prime?
Active duty members, their eligible family members and survivors (normally under age 65), eligible retirees and their family members (normally under age 65) and Reserve Component (RC) members and their families, if the RC member is activated for more than 30 consecutive days. Enrollment in TRICARE Prime is mandatory for active duty members.

To ensure eligibility, your information in DEERS must be current. You may contact DEERS to verify your information by calling 800-538-9552. All eligible beneficiaries must additionally reside in a service area where TRICARE Prime is offered.

Why Choose TRICARE Prime?
There are lots of good reasons to choose the TRICARE Prime plan:
1) Assignment to a Primary Care Manager (PCM) who provides and/or coordinates your care, maintains your health records and approves and refers you to specialists when medically necessary.

2) Focused, preventive medical care to help keep you healthy.

3) Coverage when traveling away from home.

4) TRICARE Prime enrollment is free for active duty members and their families. Survivors, retirees and their family members have an annual TRICARE Prime enrollment fee of $260 for a single enrollee or $520 for an entire family. Eligible retirees, survivors and their family members who enroll in the TRICARE Prime plan should expect considerable savings and enhanced medical care over the TRICARE Extra and TRICARE Standard plans.

Where Can I Get Help With TRICARE?
You can receive assistance regarding the TRICARE program at any TRICARE Service Center (TSC). Each MTF is served by a TSC that is staffed with Customer Service Representatives (CSRs). The CSRs can explain the different TRICARE plan options, help beneficiaries choose the plan that suits them best, assist with completion of the enrollment application, assist with claims adjudication and locate civilian network or TRICARE-certified providers. The TSC employees assist beneficiaries who use any of the three TRICARE plans. The Hanscom AFB TSC is located in the TRICARE Operations/Patient Administration Flight at the 66th Medical Squadron.

Additional information about TRICARE can be found on the TRICARE website at www.tricare.mil.

TRICARE Offers Options
TRICARE includes three health care plans and two programs: TRICARE Prime, TRICARE Extra and TRICARE Standard and the TRICARE For Life and TRICARE Plus Programs. The 66th Medical Squadron, as most other Military Treatment Facilities (MTFs), offers TRICARE Prime. Beneficiaries who choose to use the TRICARE Extra or TRICARE Standard plans must seek their medical care with TRICARE-authorized civilian providers.

If You Get A Bill By Mistake
For TRICARE Prime beneficiaries, there are no claim forms, bills (except for co-payments) or balance-billing for services covered by TRICARE. However, if you do get a bill by mistake, contact TRICARE at 877-874-2273 to ensure that the claim was processed correctly. If you are still unable to resolve the issue, please come by the TRICARE Service Center at the 66th Medical Squadron or call our Health Benefits Advisor at 781-225-6789.

A brief history of Hanscom Air Force Base http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=17117
In mid-1942, the Commonwealth of Massachusetts leased the Bedford airport to the War Department for use by the Army Air Forces. Fighter squadrons trained there in 1942 through 1943. The 85th Fighter Squadron and the 318th Fighter Squadron, who trained at Bedford on the Curtiss P-40 Warhawk, went on to combat in North Africa and Europe.

In February 1943, the airport was renamed Laurence G. Hanscom Field in honor of a Massachusetts-born pilot and aviation enthusiast who had been a reporter for the Worcester Telegram-Gazette. Hanscom had died in February 1941, in an aircraft accident in Saugus, Mass., while he was lobbying vigorously at the State House for the establishment of the airport at Bedford.

Later in the war, the Bedford Army Air Field served as a site for testing new radar sets developed by MIT's Radiation Laboratory. It was this secondary wartime activity at Hanscom that gave rise to the base's postwar role.

Since 1945 Hanscom has emerged as the Air Force's center for the development and acquisition of electronic systems. The base has also played a significant role in the creation of a national high-technology area around Route 128.

World War II established the key military importance of radar. In 1945, when the MIT and Harvard wartime laboratories were dissolved, the Army Air Forces aimed to continue some of their programs in radar, radio and electronic research. It recruited scientists and engineers from the laboratories, and its new Air Force Cambridge Research Laboratories (AFCRL) took over MIT's test site at Hanscom Field.

By 1950, the Air Force was working closely with MIT to develop a new air defense system for the continental United States. Expanding its facilities at Hanscom Field was a step to accomplishing this massive project. After some negotiation, the Commonwealth of Massachusetts agreed in May 1952 to cede land on one side of the airport to the federal government and to give a 25-year renewable lease on the airfield itself.

The first buildings for the new MIT Lincoln Laboratory at Hanscom were completed in 1952, and the Air Force's electronic and geophysics laboratories in Cambridge started to migrate out to its own new facilities in Bedford in 1954. The airfield's runways were reconfigured and expanded in 1953, and new hangars, headquarters and facilities were built. To provide test and evaluation for Lincoln Lab's new "Cape Cod" experimental air defense system, Hanscom's 6520th Test Support Wing logged thousands of hours of flying time.

The Semi-Automatic Ground Environment (SAGE) system, completed in the early 1960s, revolutionized air defense and also contributed significantly to advances in air traffic control systems. As the SAGE system matured, the Air Force pursued the development of a number of advanced command, control and communications systems.

In 1961 the Electronic Systems Division (ESD) was established at Hanscom Field in order to consolidate the management of the Air Force's electronic systems under one agency. Since that time, the Electronics Systems Division (redesignated the Electronic Systems Center in 1992) was the host organization on the base.

While Hanscom's role in system acquisition flourished after the 1950s, its operational mission gradually diminished. As of September 1973, all regular military flying o]]>

Winter moving tips http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=17593
All personnel moving during the winter months should be aware snow and sleet storms may delay pickup and delivery of household goods.

To minimize inconvenience should a storm occur, plan an extra day or two between a scheduled pickup and departure date. Leave a phone and other utilities connected until all property has been picked up.

It is also important to remember that it's the tenant's responsibility to clear driveways and walkways of snow and ice, including driveways or walkways to outdoor storage sheds. Failure to do so could delay the move and may result in a cost for an attempted pick up charge.

Although JPPSO can control the commercial mover, it cannot control the weather. Anyone moving during winter months should prepare for unexpected happenings by allowing extra time and flexibility. JPPSO will do whatever is necessary to make the move as smooth as possible, but needs help and understanding if the weather is uncooperative.

Additionally, numerous resources that may be of assistance throughout a move are available via the website at www.move.mil. Anyone who will be or is in the process of moving is encouraged to take a few minutes to review this resource.

It is also important to take the time to complete the mandatory Customer Satisfaction Survey that will be sent within seven days of the completion of a move. The survey data provides valuable feedback to the movers so they can evaluate and enhance their performance. Feedback will improve the household shipping experience for the entire military and Department of Defense community.

Other things to remember when the moving date arrives are:

· Get up early and be ready for the movers.

· Get pets under control before movers arrive; see if they can stay with a neighbor.

· Make sure cash, jewelry, important documents such as passports, birth certificates, airline tickets, valuable items and medications are secure. The locked trunk of a vehicle is a good idea.

· Ensure you or a designated representative over the age of 18 is present the entire time the movers are at the residence.

· Verify the mover's inventory is detailed, complete and accurate. Don't accept any "miscellaneous" labels or entries, especially for valuable items.

· If the inventory is inaccurate, tell the mover's representative and write it down at the bottom of the inventory in the space marked for exceptions.

· It is your responsibility to disconnect electrical appliances such as a washer, dryer or stereo components.

· Ensure any outdoor items, such as play equipment or lawn furniture, has been disassembled and is free of snow and or ice.

· Ensure all overseas shipments have seals applied to the container and are recorded on the descriptive inventory prior to removal from the residence.

· Do a final walkthrough prior to the mover departing to ensure all inventoried items have been removed from the residence and loaded on the truck.

Keep JPPSO's phone number on hand. Call if any problems or questions arise. In case of problems on the day of pack, pickup or delivery, call 800-235-7776 between 7 a.m. and 6 p.m. After those hours, call 978-987-6546. The standby person will answer the phone or the caller will be asked to leave a voice mail. For voice mail, leave a phone number, including area code, and the call will be returned as soon as possible.

Military Personnel Section http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=13064
Customers needing Common Access Cards, dependent and retiree identification cards should visit this office.

The following military assistance functions are conducted by the Military Personnel Section and customers are asked to sign-in at the Career Development/Force Management waiting area for these services: awards and decorations, separations, outbound assignments, career development and employments, changes in duty information and inprocessing. (The MPS's Installation Personnel Readiness is located at Building 1642.)

Upon arrival, visitors should check-in at the customer support desk. From the customer support desk, their questions will be answered or they will be directed to the appropriate work center for assistance.

Identification Requirements
There are new security requirements that must be met in order to obtain either a Common Access Card or dependent identification card. Among the many changes the most important is each identification card recipient must present two forms of identification.

Click here to see the different types of identification accepted. The mandatory requirement to present two forms of identification cannot be waived.

Need an appointment?
In January 2013, the 66th Force Support Squadron Military Personnel Section began using the Defense Manpower Data Center's RAPIDS Appointment Scheduler to ease making appointments for issuance of all military ID cards. MPS officials say this scheduler is more user friendly and may be accessed at https://rapids-appointments.dmdc.osd.mil.

The MPS highly encourages customers to make an appointment. Wait times are dependent on the number of customers currently waiting to receive and ID card or other personnel service.

Individuals with appointments will move directly to the front of the waiting list upon arrival and signing in. However, walk-in customers are seen on a first come, first serve basis. Wait times for walk-ins can sometimes be up to two hours on a busy day. To avoid the possible wait, schedule an appointment and be seen within minutes of the scheduled time.

The hours of operation for the MPS Customer Support Element are Monday through Friday from 9 a.m. to 3 p.m.

To cancel or reschedule an appointment
Customers will need to know their confirmation number to cancel or reschedule an appointment. Keep a copy of the appointment confirmation page. If a customer is more than five minutes late for an appointment, they will need to reschedule or sign-in as a walk-in customer.

Identification credentials
All customers who are age 21 and older must have two, unexpired forms of ID to get a new ID card made. One of them must be a state or government issued photo ID. This applies to all customers.

Lost or stolen ID cards
Customers whose ID card was lost or stolen will need to have a letter from their Command Sponsoring Agency (command, case police, human resources) stating the ID card has been reported lost or stolen prior to receiving a new ID card. Customers will need two forms of identification in order to receive a new ID. The primary ID must be an unexpired photo ID.

What is EFMP?
The Exceptional Family Member Program, or EFMP, is designed to assist active duty members by addressing the special needs of their exceptional family members, or EFM, during the assignment process.

The primary goal of EFMP is to ensure the special needs of EFMs can be met at a new assignment location. EFMP enrollment information enables personnel to proactively consider a family member's special need requirements during the assignment process and to pinpoint the assignment to a location with appropriate resources that address the special needs. Successful implementation requires up-to-date enrollment information and extensive coordination among the personnel, medical and educational communities.

Special needs criteria include potentially life-threatening or chronic conditions, to include any ER visits within the past year or inpatient hospitalizations within the past 5 years related to a diagnosis. Click here for the DoD Instruction that lists these diagnoses. Special needs also include any special medical, dental, mental health, developmental or educational requirement, wheelchair accessibility, adaptive equipment or assistive technology devices.

EFMP enrollment is mandatory and required immediately upon identification of a special need. Command points of contact and military treatment facility, or MTF, EFMP coordinators can assist service and family members with the enrollment process.

Click here for the EFMP Handbook that includes useful information on EFMP processes for Air Force families, EFMP staff and Air Force leaders.

For enrollment into or upon notification of a potential Permamt Change of Station, or PCS, of an Air Force Q-coded active duty sponsor, the following forms must be competed:

The 66th Medical Squadron Family Health Clinic (FHC) is your medical home. The FHC provides primary care to active duty, dependents and retirees. The FHC consists of one Family Health Team (FHT). The FHT is comprised of two physicians, a combination of nurse practitioners or physician assistants, nurses and medical technicians. Each FHT has a goal empanelment of approximately 615 patients assigned. The FHT mission is to provide holistic, efficient, evidence-based medical care to meet the individual needs of each patient, thus embracing the concept of the Patient Centered Medical Home (PCMH).

PCMH focuses on the patient being the center of healthcare and the driver of care rather than a passive recipient. PCMH provides care that is truly patient-centered, considers patients' cultural traditions, personal preferences and values, family situations and lifestyles. It makes the patient and their loved ones an integral part of the care team who collaborate with healthcare professionals in making clinical decisions.

Patient centered care puts responsibility for important aspects of self-care and monitoring in the patient's hands, along with the tools and support they need to carry out that responsibility. Patient-centered care ensures transitions between providers and healthcare settings are respectful, coordinated and efficient.

The 66MDS used the MICare Secure Messaging system as the preferred method for communication. Patients enrolled in this system have a secure way to communicate with their medical home via email.

Patients can call 781-225-6789, option 1, option 1 again, to book an appointment or leave a message with a Family Health Provider from 7:30 a.m. to 4:30 p.m. daily.

After hours, patients may call 781-225-6789 to be connected to the Nurse Advice for home care instructions and/or a referral to urgent care.

FHC patients requesting medication renewals may call the pharmacy refill line at 781-225-6789, option 2, or leave a message for the FHT at the Family Health Desk. The FHT will review the request and process within three duty days.

Patients requesting profile extensions, convalescent leave or separations/retirement paperwork completion may drop off requests and supporting documents completely filled out at Family Health Desk. The FHT will review the request and process the paperwork as indicated within three duty days.

Winter driving safety http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=19000
Driving Tips

- Reduce driving speed as weather conditions dictate.
- Increase following distances between your vehicle and surrounding cars.
- Keep all windows completely clear. Make sure all lights are free of snow and ice.
- Make speed and directional changes gradually -- avoid sudden, jerky movements.
- Get the "feel" of the road when you begin driving.
- The wheels must be turning for a driver to have steering control. Those who don't have ABS brakes should pump the brakes instead of applying even pressure in icy or snowy conditions.
- Do not use cruise control in snow and ice conditions.
- Watch for danger spots ahead. This includes other vehicles that may suddenly lose control.
- Keep in mind that temperature affects traction. Ice is most slippery near the freezing point. Bridges and shady spots tend to ice over first.
- When going uphill, apply enough power to maintain speed but not enough to cause the wheels to spin.
- Pay close attention to weather forecasts and law enforcement advisories.
- Snow tires offer better traction than ordinary tires.

Blizzards

"The key to safe winter driving is using good common sense," said Galen Williams, 66th Air Base Group Safety director. "Sometimes people panic or don't use enough caution when traveling in bad weather and that's when problems occur."

He added that while any snow event can be troublesome, during blizzards is often when the most severe winter weather conditions happen.

"Blizzards are perhaps the worst of all possible conditions for driving," said Williams. "A driver can be faced with a rapid drop in temperature, limited visibility, slippery roads, drifting snow and difficulty in steering."

Because of this, Williams suggests that people not drive during these conditions. If absolutely necessary, stay tuned to a local radio station for updates on the severe weather.

For travelers who find themselves stranded in a blizzard, keep in mind the following precautions:

- Do not panic. Stay in the car so you can be found more easily.
- Keep a window open slightly on the side opposite of the wind direction for fresh air. Freezing, wet snow can completely seal out oxygen.
- Be aware of carbon monoxide. Run the engine and heater sparingly and only with a window open for ventilation. Periodically, check to ensure snow has not blocked the exhaust pipe.
- Do not remain in one position. Clap your hands and move your arms and legs vigorously from time to time.
- Use your emergency flashers to make your vehicle more visible to working crews. Turn on your dome light at night.
- If more than one person is in the vehicle, do not all sleep at one time. Take turns keeping watch.
- Beware of overexertion and overexposure.
- Keep your gas tank at least half full. This will ensure you have gas to keep the motor running if you get stranded.

Be Prepared

"Being prepared for winter conditions is an absolute necessity," Williams said. "It could save your life if you have to spend some unexpected time outside if your car won't start or you get in an accident or stranded along the road."

As part of that preparation, safety officials suggest keeping the following items in the vehicle during the winter months:

- Complete change of clothes for the driver and passengers.
- Gloves, mittens and hats that cover heads and ears are also important.
- High calorie foods and water can come in h]]>

School communication and cancellation procedures http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=17591
Hanscom Primary, Hanscom Middle and Bedford High School have systems in place to notify parents of early dismissals, delayed openings and school closures. During snow emergencies, parents are asked not to call school to check on cancellations unless absolutely necessary. It's imperative the phone lines are open for emergency communications.

Parents are urged to exercise their own best judgment regarding children's safety and not send children to school in bad weather if they believe travel is dangerous. Parents should review the school's absentee policy.
If emergency information has changed, it is the responsibility of the parent to contact the school with all updates, including who can pick up the child in case of emergency when a parent is not available.

Hanscom Primary and Middle Schools

The two schools are part of the Lincoln Public Schools and rely primarily on email and a phone messaging service to deliver information about emergencies, school cancellations and other urgent announcements. Automated phone messages are sent to home, office and mobile phone numbers provided by parents. Email messages are also automatically sent to each of the email addresses in student records.

The automated email system requires parents to establish user accounts on the district website. To do so, a parent should log on to www.lincnet.org and click on website registration in the "quicklinks" section of the website. Establishing a user's account will give access to teacher and principal newsletters, email distribution of important announcements as well as teacher web pages.

In the event that school is canceled or delayed for any reason, information about the school schedule will be broadcast via the district's automated phone and electronic mail systems. Information will also be posted on the district website and on local TV channels 4, 5, 7 and Fox 25. Parents, when looking for closings on television, should look for Lincoln Public Schools.

In rare circumstances, weather conditions become so severe that safe practice requires the schools to send children home during the school day. Despite the unlikelihood of such an event, parents should plan with their children for such occasions and inform the school in writing about what the plan is for children when school is dismissed early.

Parents are urged to take time now to discuss these plans with their children to make sure they know who can be called in an emergency if the school cannot reach the parents. Early dismissal information will be communicated via the district's automated phone and electronic mail systems.

In the event that school is closed due to inclement weather, all after-school activities and evening events will also be canceled. This includes athletics, theater productions, school clubs and instrumental music lessons.

Bedford High School

The Bedford Public Schools broadcast emergency messages using a number of media. General emergency messages and early and late school openings and closings can be found on the school system's public web home page, as well as through the local media. Parents are encouraged to check the Bedford Public Schools' web page or to listen to the radio or television.

Bedford schools information will be posted to www.bedford.k12.ma.us and broadcast on local radio stations WBZ (1030 AM) and TV channels 4, 5 and 7.]]>

Making plans for winter weather http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=17590
Priority one consists of the main base roads, first responder parking lots and other facilities such as the Child Development Center, School Age Facility and the Fitness and Sports Center parking lot.

Priority two includes parking lots for administration buildings.

Priority three consists of all other base parking areas.

The balance of the common sidewalks on base makes up priority four.

More specific details are contained in the 66th Air Base Group Snow and Ice Control Plan.

Hunt Military Communities is responsible for snow removal in base family housing. Family housing's priority orders are: streets, parking areas and common area walkways.

Base housing residents are required to ensure timely (within 24 hours) removal of snow and ice from vehicle parking spaces and walkways within 50 feet of their unit.

Housing maintenance will perform walkway clearing of vacant units, community and neighborhood centers and for those residents with spouses on deployment. Residents should contact the Hunt Military Communities leasing office at 781-861-5062 to let them know of any special circumstances.

Housing occupants are required to clear an area for trash receptacles. Receptacles will not be permitted to sit on top of snow banks or on streets and drives.

During periods of absence for leave, temporary duty assignments or other occasions, base housing occupants are expected to arrange for their sidewalks, driveways and other areas of responsibility to be cleared of snow and ice. Residents must also plan ahead and not leave vehicles parked on the street during winter months.

Hunt Military Communities will post signs at the entrances to family housing when snow removal operations are pending. These signs will state: "No On-Street Parking." There will also be a red flashing light at the entryway. During these periods residents are required to park in their designated parking area or an overflow parking lot.

Residents are advised to play it safe and watch the weather forecasts or if they see snow falling, to move their vehicles off the street.

Every storm is unique in the amount and type of precipitation, the temperatures during and after the storm and the day and time the storm begins. These factors present a real challenge for all involved to provide the most consistent and efficient snow removal for Hanscom.

Snow removal at facility entrances and sidewalks within 50 feet of a facility is generally the responsibility of the facility manager.

Facility entryways and walkways within close proximity of the facility must be cleared as necessary to keep snow accumulations from exceeding one inch during duty hours. Facility managers are asked to ensure that handicapped signs are visible.

To ensure the quickest resolution to any snow and ice removal issues, facility managers are asked to report issues with their facility by calling the CE Customer Service Section at 781-225-2990.

All base personnel are asked to plan ahead and use the long-term parking lot at Building 1103, the former Air Force Research Laboratory Library parking lot, if they will be away for temporary duty assignments. Cars left in building parking lots significantly hamper snow removal operations.

Base facility managers should be aware of impending storms and make necessary preparations for their facility. At the beginning of the season, ensure ice melt is available for walkways. Ice melt is available at the CE U-Fix-It Store, Building 1834, o]]>

Inclement Weather Leave Guidance http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=16567
According to Civilian Personnel Employee and Labor Relations Office, the information governs Hanscom civilian employees during hazardous conditions.

Delayed Reporting

The objective of delayed reporting is to ensure that all personnel are allotted extra time to get to work safely. Therefore, employees who are able to safely report to duty at their normal time, or shortly thereafter, are expected to do so.

Depending on hazardous weather conditions, tardiness not in excess of two hours may be excused. Tardiness in excess of two hours may also be excused because of unavoidable delay resulting from adverse weather or from disruption of public or private transportation in individual cases that are reviewed by appropriate supervisors.

In the case of employees who do not report for duty during hazardous weather, annual leave is charged for the full duty day, unless the supervisor concerned determines that the employee made every reasonable effort to get to work but was unable to do so because of the weather conditions. Determining factors for consideration in the decision include: distance between the employee's residence and place of work, and mode of transportation.

Employees on approved telework agreements, who will telework on a day with a delayed reporting, are expected to begin their duty day at the regularly scheduled time.

Bargaining unit employees and their supervisors should refer to their respective local bargaining agreement for applicable guidance on excused absences. For questions regarding contract provisions, contact the Labor Relations Officer at 781-225-1374.

Mission essential employees must report for work at their regular time.

Delayed Opening

Employees not designated as mission essential personnel are excused from duty without loss of pay or charge to leave up to the time announced for reporting. One reason a delayed opening can be utilized is to facilitate the removal of snow from parking areas; therefore, non-mission essential personnel should not report to work until the announced time to assist in this effort.

Mission essential employees and those employees on approved telework agreements who will telework on a day with a delayed opening must begin their duty day at the regular time.

Early Dismissal

Only employees who are in a duty status, i.e., not on leave, or who are expected to return from leave to duty status at the time the early dismissal takes effect, are excused without charge to leave. Employees who are absent on leave that day continue to be charged the appropriate leave. Employees on approved telework agreements who will telework that day are expected to work their full duty day.

In accordance with Air Force Instruction 36-816, travel from the traditional worksite to the alternate worksite is not considered hours of work. Once teleworkers are safely home, they are expected to complete the duty day by teleworking.

Base Closure

When the 66th Air Base Group commander determines that all or part of an activity must be closed, non-mission essential employees will be released from duty, including those employees at off-base facilities.

Workdays in which the base is closed for hazardous weather conditions are non-workdays for employees not on an approved telework agreement or in an approved leave status.

TIP - Transportation Incentive Program
Transportation Incentive program is for military members and federal employees that provides financial subsidies to encourage commuting by public transportation and qualified vanpools. Each employee receives up to $130 per month to cover transportation costs such as bus, train, subway and vanpool fees. The subsidy is provided through a transit debit card issued to the individual.

For those interested in applying for the TIP, are asked to complete an application and return it to Building 1825 during normal duty hours, or by email at 66ABG.CEIE.HanscomCommuters@us.af.mil.

New enrollees usually receive their debit card and first monthly subsidy during the month following their application submission. Applications can be found on the Hanscom Commuter E-Board at https://cs.eis.afmc.af.mil/sites/Hanscom/commuter/default.aspx.

Hanscom Vanpool Program
The Commuter Management Team provides assistance with vanpooling through the Hanscom Commuter Program.

A vanpool is a carpool with five or more riders in which our partner, vRide, provides a vehicle, a gas card, maintenance and insurance to the group.

Massachusetts provides a $600 per month subsidy to cover a portion of the cost. That coupled with each employee's $130/month TIP subsidy often makes the commute to work completely free. As of December 2015, there are 48 active vanpools that operate from across New England to Hanscom AFB.

Contact the Hanscom Commuter Program for more information or visit the HanscomRIDES website at https://cs.eis.afmc.af.mil/sites/Hanscom/commuter/pages/HanscomRides.aspx.

This state-wide program is sponsored by the Massachusetts Executive Office of Transportation. They provide comprehensive travel information and assistance, such as matching travelers to carpooling, van pooling, emergency rides home and other transit options. M

ore information on MassRIDES is available on their website at www.commute.com.

Emergency Ride Home
Employees that participate in the vanpool or carpool programs qualify for free participation in the Emergency Ride Home program. This program provides each employee with up to four free cab rides home per year in the event of an unexpected emergency. The commuter arranges their transportation (transit, taxi, rental car) and is reimbursed for all costs other than rental car taxes, insurance and fuel costs.

How to shovel snow and protect your back http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=17785
People with heart problems should check with their doctor before going out to shovel. The American Heart Association says the combination of cold weather and physical exertion does put more strain on the heart, which can increase the risk of heart attacks in those who are susceptible. Anyone experiencing chest pain, shortness of breath or other signs of a heart attack while shoveling should call 911.

More common than heart attacks are shoveling-related injuries like pulled muscles and strained backs. Here are some tips from the American Academy of Orthopedic Surgeons.

* Warm up your muscles by doing some light calisthenics, such as walking in place, squats or jumping jacks, for 10 minutes before you head outdoors.

* Pace yourself by taking frequent breaks and drink plenty of fluids to avoid dehydration.

* Use a shovel that is comfortable for your height and strength. Do not use a shovel that is too heavy or too long for you. Consider buying a bent-handle shovel that's designed to prevent too much stooping. Space your hands several inches apart on the tool grip to increase your leverage.

* Push the snow instead of lifting it, as much as you can. When you do have to lift snow, take small amounts of snow at a time, and lift it with your legs, not your back muscles. Squat with your legs apart, knees bent and back straight. Lift by straightening your legs, without bending at the waist, then walk to where you want to dump the snow, holding the shovelful of snow close to your body; holding it with outstretched arms puts too much weight on your spine.

* Do not throw the snow over your shoulder or to the side since this twisting motion can stress your back.

* If you're using a snowblower, never stick your hands or feet in the snow blower. If snow becomes too impacted, stop the engine and wait at least five seconds before using a solid object to clear wet snow or debris from the chute. Beware of the recoil of the motor and blades after the machine has been turned off. Also, never add fuel when the engine is running or hot.

Privately Owned Weapons http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=17232 Privately Owned Weapons Procedures

Application for Non-resident Temporary License to Carry Firearms

All personnel residing on base in dormitories, Visiting Officers' Quarters (VOQ), Visiting Airmen Quarters (VAQ) and the Temporary Lodging Facility (TLF) are not authorized to store weapons, munitions or dangerous weapons and are required to register and store privately owned weapons in the Security Forces Armory, building 1725, immediately after bringing them on base. Weapons may be temporarily checked out, however, they must be returned for storage to the armory on the date specified.

Personnel living in base housing may retain their privately owned weapons in their quarters and are required to register all weapons through their unit orderly room within five days of occupying government quarters. The orderly room will forward a copy of the registration to security forces within 72 hours. Housing occupants without a unit orderly room on base must register their weapons with the Law Enforcement Desk, building 1725. Personnel possessing or intending to possess privately owned weapons must be knowledgeable of and in compliance with Massachusetts law.

Personnel assigned to Hanscom AFB or living on or within Hanscom AFB with a permanent address outside the Commonwealth of Massachusetts, who do not have a license from another state, may apply for a non-resident card. The non-resident card is mandatory for purposes of purchasing, possessing or carrying weapons while off the installation. People living in base housing may retain their privately owned weapons in their quarters and are required to register them at the armory.

Weapons brought on the base must be identified to the on-duty entry controller with an explanation of the intended use and destination. Weapons must be unloaded and not concealed or left unattended. They will be transported in the trunk of the vehicle by the most direct route to and from the area where they will be used. If the vehicle does not have a trunk, the weapon will be transported inside the vehicle, but not concealed. The weapon and the ammunition will be kept separate from each other. Privately owned weapons will not be transported on motorcycles, bicycles or any other two- or three-wheeled vehicles.

Transportation or carrying privately owned weapons or weapons on and within Hanscom AFB is prohibited except to register or store weapon(s) at the armory, to sell or show weapon(s), when participating in marksmanship activities or shooting events conducted on authorized firing ranges or when specifically authorized by the installation commander or designated representative.

Five mistakes to avoid in the next snowstorm http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=17786
They also see a lot of injuries from snow-blowers, causing an estimated 5,740 emergency room visits nationwide every year, according to the Consumer Products Safety Commission.

Here are five common mistakes to avoid:

1. Mishandling of snow-blower. While carbon monoxide poisoning can occur from leaving the engine running in an enclosed area, far more common are finger amputations and broken bones that occur when people shove their hands into the discharge chute to clear it. Never, ever do this, says the CPSC, even if the engine is turned off, because parts can keep moving for a while after the machine is turned off. Use a long stick instead to clear debris after the engine is shut off.

Follow these other snow-blowing safety tips from the CPSC:

- Always keep hands and feet away from all moving parts.
- Never leave the machine running in an enclosed area.
- Add fuel to the tank outdoors before starting the machine. Don't add gasoline to a running or hot engine. Always keep the gasoline can capped, and store gasoline out of the house and away from ignition sources.
- For electric-powered snow throwers, be aware of where the power cord is at all times.

2. Keeping a car running when it's snow-banked. If the car careens into a snow bank, don't keep the engine running unless the driver knows the car's exhaust pipe is clear of snow. If the exhaust pipe is blocked, carbon monoxide can accumulate under the car and seep in through the cracks, causing suffocation.

3. Heading out of a stuck car to find help. The other mistake many people make is leaving their stuck cars to head out into the storm. Unless the driver sees a heated place to head to, it's a bad idea since it increases the chances of getting lost for hours in the storm and developing hypothermia. Many people have heard the news stories about families getting trapped and eventually rescued, while the father who went to get help winds up dead from exposure. Stay in the car and, if there are passengers, huddle together for warmth.

4. Wearing wet gloves and clothes. Those who are out shoveling and get warm and sweaty should not remove a water repellent jacket. It's better to head inside and take off some of inner layers of clothing, rather than wear a sweat-drenched sweater outdoors. Wearing wet gloves or other clothes makes it easier to get frostbite because water serves as a conduit to deliver the cold air directly to your skin.

5. Reckless play. Educate children on the dangers of snow removal and make sure they play safely while outdoors. If a plow is nearby, children should stay back at least 25 feet or more from the road. It is best to have children play near the house as the snowplow approaches and stay there until the plow has passed. When sledding, make sure to choose a hill with a gentle slope, free of trees, large rocks and fences, that also has a long run-off area at the end. Don't sled near a frozen lake or pond and only sled in daylight. Make sure kids under 12 years old have adult supervision.

Referrals http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=19312 Referral Management Center: 781-225-6197

TRICARE pays for covered medical services for TRICARE Prime beneficiaries that are authorized in advance by the PCM. Think of your PCM as the provider that focuses on your overall health that has the ability to guide you to other health care professionals - specialists, hospitals, rehabilitation facilities, etc. For example, if you need to see a heart specialist, your PCM will refer you to a cardiologist.

The Referral Cycle
TRICARE has contracted with a vast network of providers and hospitals that are dedicated to serving the needs of its beneficiaries. Your PCM can refer you to any physician in the TRICARE network if the need for a specialist arises. All care (except emergency care) should begin with your PCM. If you follow this rule, you will avoid authorization and billing problems.

Step 1: See your PCM. Ensure the clinic personnel have your current address and telephone number and that your address is correct in DEERS.

Step 2: Acquire a referral from your PCM. Clinic personnel will coordinate with TRICARE to arrange for a referral to a civilian network specialist.

Step 3: TRICARE will make sure that the requested service is a covered TRICARE benefit to avoid unnecessary out-of-pocket costs to you.

Step 4: For all services except Radiology, TRICARE will send you a letter that includes the specialist's name, address and telephone number. DO NOT schedule an appointment until you receive this authorization letter. If you have not received your letter from TRICARE within 5 to 7 business days, or if you would like a different network specialist, call 877-TRICARE.

Step 5: When you have arranged an appointment, you must contact the Referral Management Center at 781-225-6197 to leave a message on a confidential voice mail with the specialist's name and date of your appointment. This is critical for ensuring TRICARE is able to get your consultation results back to your Hanscom PCM for follow-up.

IMPORTANT: If your specialist believes you need additional medical services, the specialist needs to contact TRICARE to make these arrangements. You do not need to contact your PCM for authorization; this is arranged between the specialist and TRICARE.

Step 6: If you cannot keep or wish to change the date of your specialty appointment, please call the specialist directly to reschedule your appointment and then notify the Referral Management Center at 781-225-6197 of your new appointment date.

Step 7: When you go to your appointment take a copy of the authorization letter, pertinent medical records, x-rays and laboratory results with you.

Pharmacy http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=19299 Phone: 781-225-6789, Press 2

Prescription refills must be called in using the Pharmacy's automated telephone refill system at 781-225-6789, Press 2. Patients should have the following information on hand when calling in a refill: sponsor's last four numbers of the social security number and prescription number.

Prescriptions other than controlled medications are good for one year from the date they were originally filled. If your prescription has no refills, is over one year old or is too early to fill the refill line will tell you and not accept the refill.

No matter what day a refill is called in, it will be ready for pick-up in two duty days. Here are two examples: If a refill is called in by 11:59 p.m. Monday, it will ready Wednesday. If a refill is called in by 11:59 p.m. Friday, it will be ready Tuesday.

Because of limited space the pharmacy can only hold prescriptions for five duty days.

TRICARE offers several convenient ways for you to have prescriptions filled depending on your specific needs.

First, you may have prescriptions filled (up to a 90-day supply for most medications) at a MTF pharmacy free of charge. Please be aware that not all medications are available at MTF pharmacies. Each facility is required to make available the medications listed in the basic core formulary. The MTF, through their local Pharmacy & Therapeutics Committee, may add additional medications to their local formulary based on the scope of care at that MTF.

Second, the TRICARE Home Delivery is available for prescriptions you take on a regular basis. You can receive up to a 90-day supply, for most medications, of your prescription through the mail by using the Home Delivery program. Visit www.express-scripts.com for more details.]]>

Massachusetts tax informatoin http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=19294
Military members who are residents of Massachusetts are taxed by Massachusetts on their military pay.

Automobiles driven to Hanscom by military personnel stationed at Hanscom do NOT have to be registered in Massachusetts. Most automobiles registered in Massachusetts are taxed annually on their estimated value.

Personnel (and spouses) transferred to Hanscom are NOT required to obtain Massachusetts drivers licenses.

People who ignore points 3 and 4, above, and do go to the Massachusetts Department of Motor Vehicles to register either their cars or themselves in Massachusetts are asked by DMV personnel whether they would also like to register to vote in Massachusetts. Registration to vote in a state constitutes an important criterion for establishing residency in that state.

Anyone who is employed in Massachusetts (outside the military) has Massachusetts income tax withheld from his/her pay. Flu Update http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=16566
Don't want to wait? Read on to learn about TRICARE options.

Seasonal influenza (the flu) is a contagious respiratory illness caused by influenza viruses. The flu can cause mild to severe illness and, at times, can lead to death. Flu symptoms spread person-to-person through coughing, sneezing and personal contact.

The best way to prevent the flu is by getting vaccinated each year. Two forms of flu vaccine are available in the U.S., and both are covered by TRICARE.

The flu shot is an injectable, inactivated vaccine that can be used in all age groups from 6 months to 64 years. Flu mist is an intranasal spray made with live, weakened influenza viruses and is the preferred vaccine for people between the ages of 2 and 49 years.

Getting a flu shot is easy and inexpensive for TRICARE beneficiaries. You can get your flu vaccine from any Military Treatment Facility (MTF) at no cost to you, or from your pharmacist at one of the 45,000 network pharmacies that administer vaccines to TRICARE beneficiaries.

Find a participating pharmacy near you at www.express-scripts.com/tricare/pharmacy or by calling Express Scripts at 1-877-363-1303.

You can also get vaccinated by your doctor or at one of the retail clinics found inside many pharmacies. Keep in mind this is considered a medical visit, so you may have cost shares or co-pays with this option.

Uniformed service members are required to be immunized and have priority for getting the flu vaccine at MTFs.

The Hanscom Immunization Clinic is open Monday, Wednesday and Friday from 7:30 a.m. to 12:30 p.m. and 1:30 to 4 p.m.; Tuesday from 7:30 a.m. to 12:30 p.m. and 1:30 to 3 p.m.; Thursday from 7:30 a.m. to 12:30 p.m. and 1:30 to 2:30 p.m.

Please note the clinic closes at 11 a.m. the first Friday of every month.

If you do choose to get vaccinated outside an MTF, please be sure to get this information from the participating network pharmacy when you receive your flu vaccine:

Patient identification
Date vaccine received
Vaccine name or code
Manufacturer
Lot number
Dose

Once immunized, provide the above information to the Hanscom Immunization Clinic in person or by fax at 781-225-6172 to update your immunization record.

Policy for excess snow on vehicles http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=17592
The 66th Air Base Group policy and Massachusetts General Law dictates motorists clear all snow, ice or other obstructions from the windows of their vehicles to ensure visibility in all directions. Snow and ice must also be removed from vehicle hoods, roofs and trunks to avoid the possibility of it blowing off and hindering safe traffic flow. Snow and ice should always be removed from vehicle headlights, taillights and license plates.

Motorists in violation of the snow and ice removal policy will be stopped by security forces and directed to immediately clear off their vehicle prior to being released.

Any motorists attempting to gain entry to the installation with snow and ice on their vehicle will be directed by 66 SFS guards to pull over and remove all snow from their vehicles before being allowed to continue onto the installation.

For more information on the snow and ice policies, reference AFI 31-204, MGL Chapter 90 Section 13 or contact 66 SFS Police Services section at 781-225-5605.

Preventing falls on ice http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=17783
Tony LaCasse, a mountaineer and former winter rescuer in New Hampshire's White Mountains, advises to walk like a skier in order to lower the center of gravity.

"Know how to fall," he said. "One of the first things I teach kids learning to ski is to fall on their butt."

Perhaps the best approach is to prevent those falls in the first place. Walking like a penguin could be helpful. Heather Urquhart, a biologist and the manager of the penguin exhibit at the New England Aquarium previously told the Boston Globe to keep your knees loose, point your feet out slightly and extend your arms to the sides to keep your balance.

People should also try to avoid walking with heavy bags since they can throw a person off balance, and don't take long strides. If penguin-walking isn't possible, bend slightly forward and walk flat-footed. Take short steps or shuffle.

In addition, the U.S. Preventive Services Task Force issued draft recommendations on preventing falls in those over 65. It's the leading cause of life-threatening injuries in that age group.

The panel recommended exercise and physical therapy to improve gait, balance and muscle strength. This would reduce the risk of falling by 13 percent, based on studies the panel reviewed.

The task force also recommended making home modifications like adding nonslip tape to rugs or grab bars in bathrooms to reduce fall risk by up to 41 percent. It also recommended vitamin D supplements to reduce falling risk by 17 percent. No amount was specified for vitamin D, but the average dose in the studies was 800 international units per day. This is also the amount the Institute of Medicine recently recommended for people over age 70.

Long term parking procedures during snowstorms http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=19044
On-street parking is not allowed during snow removal operations. Before an expectant snow or ice storm, signs will be placed at the entrance to the housing areas. Once the signs are in place it is the residents' responsibility to move their vehicles from the streets.

Vehicles parked on the street are a hindrance to snow removal operations. They prevent proper snow clearing and increase hazards for snow removal equipment and its operators. Vehicles that impede snow and ice removal operations are subject to towing. The 66th Security Forces Squadron will be contacted and are authorized to issue a citation and tow the vehicle at the owner's expense.

If housing residents are unable to use their garages or driveways, they may park vehicles in the long-term parking lot adjacent to Building 1103 in the former Air Force Research Laboratory Library parking lot, but only for the period of time needed to remove snow.

For those using the parking lot, the following procedures will apply for the purpose of TDY, deployment, leave, temporary travel outside of the local area and snow removal:

- Personnel are directed to report to the 66 SFS Law Enforcement Desk with valid registration and proof of insurance. The individual must have a name and phone number of someone in the local area who has access to Hanscom as an emergency point of contact for the vehicle.

- Personnel will be given a long-term parking application to complete. The on-duty desk sergeant will ensure all information is legible and verify the registration and proof of insurance.

- Once the application is completed, vehicle owners will be instructed to park their vehicle in the long-term parking lot. There are no assigned parking spaces.

As a reminder, recreational vehicles, utility trailers, boats, campers, pickup toppers and jet skis are prohibited in family housing areas unless the vehicle fits into the garage with the garage door completely closed. If recreational vehicles are located in housing, security forces will be contacted. Security forces personnel are authorized to issue a citation and tow the recreational vehicle at the owner's expense.

Recreational vehicles may be brought into the housing area short term, not to exceed 24 hours, for loading and unloading. Hanscom's Outdoor Recreation Office operates a recreational vehicle storage area that military members may use.

Security forces advises all vehicle owners using the long-term lot(?) to ensure their vehicle is secured properly and to contact the Law Enforcement Desk immediately upon their return.

For more information, contact Hunt Military Communities at 781-861-5062 or the 66th Security Forces Police Services section at 781-225-5605.

Convalescent leave procedures http://www.hanscom.af.mil/library/factsheets/factsheet.asp?id=22262 Step 1 - Obtain a copy of your procedure records from your off-base provider, ideally before your procedure. Your provider must include, at a minimum, your diagnosis and recommended duration of convalescent leave or duty limitations. You can download a convalescent leave request form here with all the required information.

Step 2 - Provide the clinic your commander's name and a fax number for your commander or the commander support staff.

Step 3 - Contact your PCM by one of the following routes:

· Drop off the paperwork from your procedure to the clinic front desk during normal duty hours - this can also be accomplished by a friend, spouse or your wingman.

· Call the 66th Medical Squadron at 781-225-6789. Leave a telephone consult for your primary care manager then fax the paperwork from your procedure to 781-225-2585.

· Message your provider through MiCare and attach the paperwork from your procedure.

Step 4 - Once received, your PCM will review the documentation and generate an Air Force Form 988 (leave form) with their recommendation by close of business.

Step 5 - Your PCM team will send the 988 to the fax number you provided for your commander/CSS. A courtesy email will also be sent to your commander notifying them that convalescent leave has been recommended.

Note: For convalescent leave requested prior to the surgery, the request will be processed once you notify us that the surgery has occurred.

For quarters: Please follow step 3 outlined above to get your PCM the recommendation from your emergency room or urgent care visit. Your PCM will review the documentation provided and forward a quarters recommendation to your commander through ASIMS.]]>
