Civilian Personnel office welcomes new leadership

HANSCOM AIR FORCE BASE, Mass. – A career human relations officer is the new chief of Civilian Personnel here.

Vouionette D. Burns-Harris fills a position that has been vacant since December 2021.

“I will be responsible for anything from recruitment and placement to your labor and employee-management relations,” she said. “My goal is to deliver on the mission and execute it in the most efficient way possible.”

In her previous position, Burns-Harris was the Force Renewal Section chief on the Force Support Career Field Team at Headquarters Air Force Personnel Center in Texas.

“I was responsible for administering the Force Support Premier College Intern, Pathways, and PALACE ACQUIRE programs,” said Burns-Harris. "I provided consultation to supervisors and interns on program policy and regulatory interpretation.”

The new leader is eager to get to work with her Hanscom team.

“I am amazed by the incredible civilian personnel team and the work ethic I’ve seen demonstrated just within my short time of being here,” she said.

Burns-Harris entered federal service in 2009. During her career, she has held a diverse number of positions at the installation, center and headquarters level, including labor and employee-management relations and performance management.

“While a senior program and management analyst for Headquarters Air Force Installation and Mission Support Center, I supported a functionally diverse workforce of over 2,500 civilian employees,” she said.

Hanscom’s new civilian personnel officer also spoke about her leadership philosophy.

“I believe in leading by example,” said Burns-Harris. “Some days will be hard, but if you are authentic and respectful, you will be successful.”

She encourages civilian employees or leaders to contact her if they have questions.

Burns-Harris will oversee the Civilian Personnel Flight to assist civilian employees and managers with the full range of human resource management functions including workforce management, employee management relations, labor relations, as well as many other programs and resources.
