CE captures command-level awards

HANSCOM AIR FORCE BASE, Mass. – The 66th Civil Engineering Division here has received the Outstanding Small Civil Engineering Unit Award at the Air Force Materiel Command-level for 2016 for the fourth year in a row.

In an email to AFMC senior leaders, Brig. Gen. Donald E. Kirkland, AFMC CE and Force Protection director of logistics, announced that David P. Wong, David M. Bilodeau and Brett M. Castle also won individual awards in their respective categories.

“Results like these speak highly of the dedicated civil engineering team we have at Hanscom Air Force Base," said Tom Schluckebier, Hanscom's base civil engineer. "Each of these award winners is the best in the command and I could not be any prouder of this announcement."

Outstanding Small Civil Engineering Unit Award

Among the many accomplishments highlighted in the two-page nomination, civil engineers accomplished more than $50 million in project execution through military construction projects, operations and maintenance and design awards.

The team also awarded a multi-million dollar Energy Savings Performance Contract that will result in cuts to Hanscom’s overall energy consumption.

“The Energy Savings Performance Contract will result in $37.5 million in facility improvements, funded through guaranteed savings throughout the contract’s term,” said Schluckebier. “Additionally, the contract will result in energy reduction of 20 percent through three energy conservation measures.”

The Maj. Gen. Del R. Eulberg Award

This award recognizes the Air Force Civil Engineer Installation Management Flight that achieved the highest degree of excellence in installation management.

The nomination highlights CE’s environmental, asset optimization and capital asset management accomplishments for fiscal year 2016.

“The installation received the Massachusetts Department of Transportation’s Pinnacle Award for reducing greenhouse gas emissions and traffic congestion by encouraging members of the workforce to use alternative forms of transportation,” said Schluckebier. “Through this effort and other initiatives, we estimate that Hanscom's greenhouse gas emissions have been cut by 4.6 million pounds per year.”

The Harry P. Rietman Award

This award recognizes the command’s outstanding civil engineer senior civilian manager.

“David Wong was responsible for managing more than $100 million in military construction projects, including two new schools, an enlisted dormitory for Airmen and a System Management Engineering Facility at Hanscom Air Force Base,” said Schluckebier. 

AFMC Civilian Emergency Manager of the Year

Bilodeau, Readiness and Emergency Management Flight chief, is the command’s civilian emergency manager of the year.

“Dave superbly managed a regional emergency management training program that covered multiple states and numerous personnel,” Schluckebier said. “He also initiated an update to more than 50 quick reaction checklists for the Emergency Operations Center to reflect new planning requirements and tasks.”

AFMC Outstanding Civil Engineering Manager Award

As an energy management technician, Castle “carried the energy program to new heights.”

“Brett is credited with helping cut energy intensity at Hanscom by more than 20 percent over the previous fiscal year,” said Schluckebier. “Those efforts, as well as many others, resulted in his recently winning the 66th Air Base Group junior civilian of the year for 2016.”

Winners will now compete at the Air Force level.
