LRS responsible for all shipments, receiving requirements Published Feb. 15, 2017 By Mark Wyatt 66th Air Base Group Public Affairs HANSCOM AIR FORCE BASE, Mass. – The 66th Logistics Readiness Squadron’s Central Shipping and Receiving section in Building 1110 is now the main point of entry and departure for parcels and freight at Hanscom Air Force Base, Massachusetts. The change aligns with a Department of Defense instruction and an October 2016 policy memo signed by installation leadership that states units must use LRS for their shipping and receiving requirements. “All Hanscom AFB organizations will utilize the 66 LRS Central Shipping and Receiving for their shipping and receiving requirements in order to mitigate the vulnerabilities to erroneous shipment of hazards, classified and protected government material, unpaid carrier accounts and unnecessary expenditure of government funds,” Col. Roman L. Hund, installation commander, wrote in a memo to all applicable Hanscom units. FedEx, UPS, DHL and other miscellaneous vendors that make daily deliveries on base will now deliver to the one central receiving location. “Central Shipping and Receiving personnel will process each delivered package and then make contact with the customer to schedule a pickup,” said Tony Levenson, 66 LRS logistics manager. Personnel can pick up items Monday through Friday from 7 a.m. to 3:30 p.m. Customers can also receive delivered shipments in other ways. “The 66th Logistics Readiness Squadron will assist personnel through use of the LRS base taxi service or by scheduling a pickup with vehicle operations for larger deliveries,” said Kevin Siekiera, LRS freight rate specialist. “We’ll also provide courier services across the installation for time-sensitive deliveries or packages as needed.” In addition to receiving packages, LRS will assist units with sending shipments worldwide. “Before shipping packages off base, units need to coordinate with the 66th Comptroller Squadron on creating a one-time Monetary Obligation Resource Document for each organization,” said Levenson. “This obligates a portion of a unit’s budget to shipping packages.” According to LRS officials, the centralized shipping of packages will ensure units on base receive a lower shipping cost through a Defense Department pre-negotiated rate that will avoid unnecessary expenditure of government funds. The policy excludes the Army and Air Force Exchange Service, the Commissary, Massachusetts Institute of Technology Lincoln Laboratory, Massachusetts National Guard Joint Force Headquarters, Civil Air Patrol and base housing.
