Case study to provide insight into contractor responsibility determinations

HANSCOM AIR FORCE BASE, Mass. --  On Jan. 17, Ron Mason, special assistant to the program executive officer for C3I&N, and Bernice Pasternak, Contracting, along with Anthony Scalice, 66th Air Base Group Judge Advocate acquisition fraud counsel, will present a panel discussion of the facts and circumstances surrounding a recent case involving a contractor responsibility determination. The panel discussion will take place at the Hanscom Conference Center Concord Auditorium from 1 to 2:30 p.m.

"The panel discussion will be truly unique, in that it will provide insight into program dynamics at the program manager and contracting officer levels regarding contractor responsibility determinations and how those dynamics affect decisions at the PEO and even SAF (Secretary of the Air Force) levels," said Scalice.

He stressed that contractor responsibility determinations need to be addressed with the right personnel early on in the process. This discussion will show the ramifications of neglecting contractor non-responsibility issues and the resulting domino effect through SAF levels.

Pro-active measures by PMs and COs, such as getting the right personnel involved and dealing with the contractor's actions or inactions at an early stage, are necessary to get the contractor back on track in a responsible manner. These measures ensure the government is acting as a proper steward of taxpayer dollars, according to Scalice.

All acquisition professionals are urged to attend this unique opportunity. This will be the last opportunity for the Hanscom community to learn from Mason and Pasternak, who are both retiring in January 2013.
