Shiely, Wright and O'Neill 2011 award winners announced

The winners of the 2011 Shiely, Wright and O'Neill awards were announced during a banquet Nov. 10 at Hanscom's Minuteman Commons.

These Electronic Systems Center annual awards honor acquisition excellence. Katrina McFarland, Defense Acquisition University president, was the keynote speaker and also helped present the awards.

The Maj. Gen. Albert R. Shiely Jr. Award is awarded for organizational acquisition excellence and is presented to the most outstanding major and minor programs at ESC. The 2011 winner in the major program category is Space Fence, while the winner in the minor category is the Integrated Base Defense Security Systems, both of the Command and Control, Intelligence, Surveillance and Reconnaissance Directorate.

The Space Fence program is a $3.5 billion acquisition category ID program developing the world's largest-ever phased array radar. The system will monitor small, uncued space debris to enhance space flight safety.

The IBDSS program develops, tests, qualifies and installs vital physical security systems worldwide to protect warfighters and critical nuclear and non-nuclear assets.

Two civilian employees are honored with the Harold M. Wright Award, presented in the categories of GS-13 and below and GS-14 and above. It recognizes the employees for their outstanding contributions to the ESC mission. The 2011 winner in the GS-14 and above category is Suzanne Farrell of the C2ISR Directorate. The GS-13 and below winner is Danielle Fennelly of the Program Executive Office for Business and Enterprise Systems.

Farrell is the Three-Dimensional Expeditionary Long-Range Radar deputy program manager and during the award time period had to step in as program manager. The 3DELRR program is Air Combat Command's top battlespace priority.

Fennelly, a program manager in the Defense Integrated Military Human Resource System Division, managed the $1.7 billion acquisition category IAM Air Force Integrated Personnel and Pay System program. The system delivers unprecedented round-the-clock global access to 700,000 warfighters, allowing them continuous access to personnel and pay information.

The Lt. Gen. John W. O'Neill award is presented to two military officers who also made outstanding contributions to the Center's mission. The two categories for this award are major and below and lieutenant colonel and above. The 2011 winner for the lieutenant colonel and above category is Lt. Col. Lance Reynolds and the winner in the major and below category is Capt. Scott Carstetter, both of the Cyber/Netcentric Directorate.

Reynolds is the Information Transport System and Theater Deployable Communications branch chief, leading a team of more than 100 personnel responsible for a $5 billion portfolio of three acquisition category I programs fielding IT solutions to Air Force bases and deployed operations.

Carstetter is Dynamic Retasking Capability Urgent Operational Need, Bombardier BD-700 program manager. In this position, he is responsible for extending the Battlefield Airborne Communication Node (BACN) capability to more than 16,000 British, Canadian and French forces resulting in coalition-wide connectivity and communications.
