653 EID calls for prototype, experimentation candidates

Officials from the 653rd Electronic Systems Wing's Enterprise Integration Division are looking for candidate experimentation and prototyping initiatives that they can consider funding in fiscal year 2011.

Command and Control Constellation (C2C) program resources will be used to fund successful candidates. C2C staff will rank and prioritize initiative submittals and announce the results in mid-August, according to Perry Villanueva, chief of the Command and Control Innovation Branch.

ESC acquisition wings (and successor organizations) have been invited to propose their work on an easy-to-use two-page template attached to a June 9 SOCCER system tasker. The template can also be obtained by contacting Arthur Daltas at (781) 377-8963 or Arthur.Daltas@hanscom.af.mil.

Initiatives must be focused on identifying, designing, developing, experimenting with and implementing solutions for at least one of three specific focus areas: air-ground modernization; command and control of intelligence, surveillance and reconnaissance integration; and command and control of cyber. All initiatives must be completed and demonstrated by the end of FY11.

In fiscal year 2010, C2C program officials selected several initiatives for funding and support to address integration in areas including: enhanced dynamic airspace management across Services; defining air mission services that support C2 and ISR missions; and improved Remotely Piloted Aircraft monitoring and dynamic re-tasking.

"As we approach the end of the fiscal year, each initiative will result in a prototype and a plan to transition to a program of record," said Col. Jeff Hodgdon, Enterprise Integration Division director. "The success of each initiative results from the close working relationship established among the program offices, the user communities and the C2C team. Success was also driven by a focus on a specific high-priority warfighter need for integration."

The deadline for submitting candidate initiatives this year is July 9. All submissions should be sent to Mr. Villanueva.
