Quality assurance personnel, commanders and directors can now monitor advisory and assistance services contracts in real time with a new secure Web site recently rolled out by Electronic Systems Center's Enterprise Acquisition Division of the Contracting Directorate.

The Enterprise Acquisition Division, known as PKE, is responsible for centralized management of all of ESC's advisory and assistance services contracts, including those with MITRE, Lincoln Laboratory and the Software Engineering Institute, as well as ESC's Professional Acquisition Support Service, Engineering Technology Acquisition Support Services and Specialized Cost Services contracts. The division awards more than 1,200 contract actions each year, with a total value of $1.6 billion.

Vinita Veneziano-Martin, chief of the division, and Chris Brown, information technology system lead, created the web-based tool to provide real time information relating to the 49 PASS, ETASS and SCS task orders.

Visitors to the Web site can find a wide range of valuable information, according to Ms. Veneziano-Martin, including frequently asked questions, current events, templates and tips relating to A & AS policy and program execution. The web site will also feature a hyperlink to the HERBB web site.
"The site provides quality assurance personnel and customers the status of their orders and estimated completion dates for planning purposes," she said. "It also offers valuable information that presents obligation, expenditure and disbursement data in tabular and graphical formats, as well as real time contract ceiling reports."

The site also includes document management, with task order funding and amendment documentation available electronically, and up-to-date A&AS Funds Man-hour Expenditure Reports, partial pay reports for MITRE, Lincoln Lab and other contacts.
"We hope this Web site serves as an information resource for ESC quality assurance personnel as well as our functional directors and commanders," Ms. Veneziano-Martin said.

She said that other features of the Web site include a variety of Performance Based Service Acquisition training that can be used for any type of service contract, along with an ESC A&AS-specific "kneeboard/QAP training manual."

"The kneeboard provides a step-by-step, how-to guide for ESC quality assurance personnel as well as our functional directors and commanders," she said. "I think it will be a useful tool for ESC quality assurance people, with information on how to document PASS, ETASS and SCS monthly surveillance logs and financial reports.

PKE will be conducting "hands on training "on how to best use the new site over the coming months. Quality assurance personnel should address questions on training or contractor surveillance to Mike La Mesa at (781) 377-3014, or by email at Michael.lamesa@hanscom.af.mil.
