Appraisals, interim reviews keep civilian supervisors busy Published April 7, 2008 By Kevin Gilmartin 66th Air Base Wing Public Affairs HANSCOM AFB, Mass. -- It's a busy time of year in the civilian personnel world at Electronic Systems Center and Hanscom as one system's performance period enters the mid-year point and the other closes out. The National Security Personnel System, which runs from Oct. 1 to Sept. 31, is now at the half-way point, which means those non-bargaining unit employees who are covered by NSPS should be working on their interim self assessment. General Schedule and Federal Wage System employees completed their rating period March 31. Supervisors of those non-NSPS employees should now be completing performance appraisals using Air Force form 860A. For those covered by NSPS, interim self appraisals are highly encouraged, but not mandatory, said Bob Youtt, ESC's NSPS program manager. "Interim self assessments help supervisors provide meaningful, constructive feedback to employees and they initiate frank discussions about progress made to date on job objectives," Mr. Youtt said. Recognizing that many people are unfamiliar with NSPS or uncomfortable with writing self assessments, Mr. Youtt recommends employees use the "iSuccess" tool, which is an online course located at www.cpms.osd.mil/nsps/iSuccess/ . It is also accessible from the Performance Appraisal Application on MyBiz. Mr. Youtt said that employees have until April 9 to complete their interim self assessment and send it to their supervisors. The Supervisors will then complete their assessment of the employee's performance to date, and provide feedback to the employee through the PAA. For those civilian employees not covered by NSPS, supervisors should be now working on performance appraisals using the Air Force Form 860A, as described in AFI 36-1001, according to Paula MacKenzie, human resource officer. Supervisors also need to recertify performance plans for the current work year, Ms. MacKenzie said Every Wing and functional staff office must have a Quality Review Official to review each appraisal for their organization. Performance appraisals must be completed by May 3, and submitted to 66 MSS/DPCE by May 5.
