Two Hanscom contracting units and three individuals honored with AFMC contracting awards

The 2007 Air Force Materiel Command Contracting Awards were announced Dec. 14 with two units and three individuals from Hanscom earning honors.

The 66th Contracting Squadron earned the designation of Outstanding Operational/Specialized Contracting Unit for the Small unit category. The unit's management team successfully navigated through contracting challenges like the installation of the new fitness center, renovations to the command management and child development centers, and negotiations with various contracted government service providers, saving the Air Force and Hanscom significant costs, while opening up budgets for additional quality-of-life projects. The organization also instituted a customer feedback tool, implemented an automatic invoice-tracking system and crafted a Voluntary Protection Plan for 66th Air Base Wing contracts, which now makes contractors accountable for safety.

The 551st Electronics Systems Group Airborne Warning and Control Airborne Early Warning and Control Contracting Office earned the designation of Outstanding Systems Contracting Unit for the Small unit category. The organization was responsible for modernizing and sustaining 33 U.S. Airborne Warning and Control System aircraft through contracts worth $4.4 billion for advanced surveillance and weapons control programs. Unit personnel also directed $6.4 billion in modernization contracts for 48 Airborne Early Warning and Control fleets belonging to six nations and NATO. Additionally, unit personnel awarded Japan a $120 million Radar System Improvement Program three weeks ahead of schedule, thus avoiding an Undefinitized Contracting Action.

Lt. Col. Bradley T. Riddle, 554th Electronics Systems Group Contracting Office chief, earned AFMC's Outstanding Field Grade Contracting Officer. During 2007, the colonel was responsible for more than 50 Department of Defense Information Technology program contracts worth $2.1 billion. He also completed 22 contracting competitions and 833 actions worth $292 million. During an 190-day deployment, Colonel Riddle led a 35-person team and helped orchestrate construction projects at 16 expeditionary bases to equip and ready Iraqi Defense Forces.

Adam R. Correau, Electronics Systems Center Contracting Office specialist, earned AFMC's Outstanding Contracting Civilian GS-11 and below. As the lead buyer for ESC's Information Technology Services Program Bridge and Assistance and Advisory Services contracts, Mr. Correau supported 1,700 contractor personnel during the transitions to the Professional Acquisition Support Services and Engineering and Technical Assistance Support Services contracts. He was responsible for 99 task orders valued at $150 million and executed 119 modifications valued at more than $33 million. He also drafted four sections of the 2007 ESC Contract Specialist Handbook providing policy, process and regulation guidance to ESC buyers and contracting officers.

Peter J. McDonald, 66th Contracting Squadron supervisory contracting specialist, earned AFMC's Outstanding Achievement in Contract Information Technology. During 2007, Mr. McDonald oversaw Contract Management Systems and the Government Purchase Card program. He managed 31,000 Government Purchase Card actions worth $11 million, as well as 221 billing officials, 393 cardholders and17 checking accounts. Additionally, he processed 704 contract actions valued at $67.7 million guaranteeing uninterrupted work flow.
