Electronic Systems Directorate welcomes senior leadership team

HANSCOM AIR FORCE BASE, Mass. – The Electronic Systems Directorate here has announced changes to its senior leadership team, adding officials across acquisition, intelligence and engineering.

The organizational moves align leadership roles responsible for delivering sensing capabilities across the electromagnetic spectrum in support of joint forces and allies.

“I am honored to welcome the senior leadership team as we work to drive innovation and accelerate the delivery of electronic systems capabilities,” said Lea Kirkwood, program executive officer for Electronic Systems.

Col. Jameson Locklear arrived in February as senior materiel leader for the M-Code Aviation Receivers Joint Program Office. He oversees the precision, navigation, and timing avionics portfolio located at Wright-Patterson Air Force Base, Ohio, Robins AFB, Georgia, and Los Angeles AFB in California.

“I’m pumped to join our JPO teammates in the development of PNT user equipment and critical avionics subsystems while we build on the outstanding work the team has accomplished so far!” he said.

Locklear previously served as division chief for the Force Development and Senior Leader Management Divisions within the Manpower, Personnel and Services Directorate at Headquarters Air Force Materiel Command in Ohio.

Rebecca Hoy was appointed in February as the director of intelligence for Air Force Electronic Systems acquisition programs supporting the directorate’s portfolio across eight locations. She leads a team of acquisition intelligence analysts and oversees integration of intelligence across the weapon system lifecycle.

"We are committed to delivering critical intelligence to our world-class program teams and working with strategic partners to ensure mission success at every stage of the acquisition lifecycle," she said.

Hoy has 36 years of experience in intelligence analysis and production, strategic planning, and managing customer requirements. She previously served as director of intelligence for PEO Cyber and Networks and spent 22 years with the National Geospatial-Intelligence Agency. 

Kevin Ray assumed the role of electronic systems director of engineering and test senior functional supporting the directorate at Hanscom AFB in January following the retirement of Stephen Falcone.

“Delivering critical capabilities to the warfighter is my priority as the directorate’s technical senior functional,” he said.

With more than 37 years of acquisition experience in engineering and test resources, Ray will provide guidance on acquisition and technical matters.

Kirkwood said the leadership changes provide critical continuity and renewed focus for the directorate to continue delivering essential capabilities to the warfighter.

“I am confident this leadership team will drive the directorate’s sensing technologies, to outpace our adversary and address warfighting needs.” said Kirkwood.
