The Air Force Life Cycle Management Center Engineering Directorate named their annual award winners during a ceremony Feb. 12 at Wright-Patterson Air Force Base, Ohio, with video-teleconferencing to nine other locations including the Hanscom Conference Center here.

Col. Edward J. Masterson, deputy associate director of Engineering and Technical Management, presented the local Hanscom winners with their award.

Tuan V. Dao, Airborne Warning and Control System, Battle Management Directorate, was named the 2014 Senior Civilian Engineer of the Year.

Dao is a Next Generation Identification Friend or Foe lead engineer. He is credited with expertly working several key engineering issues between the U.S. Air Force and the Federal Aviation Administration.

"He resolved technical issues with the FAA that led to a successful flight testing of the equipment on the E-3 Block 40/45 aircraft," said Masterson. "His efforts culminated in a contract modification to install this much needed warfighter capability on all versions of Air Combat Command E-3 Sentry aircraft."

The Combat Air Force Mission Planning team was named the 2014 Engineering Team. This award recognizes outstanding achievements by an engineering team not exceeding 25 members.

Team members are Linda Allen, Ed Cunningham, Jim Davenport, Jim Deller, Robert Edgerly, Alexander Enzman, Jeff Flowers, 1st Lt. Matthew Gaylord, Chris Magnus, James Matthews, John Millhouse, 1st Lt. Logan Pals, Ralph Rensing, Chad Roalson, Craig Stadler, Scott Stevenson and Mike Travalent.

The team was responsible for technical advancements across strike aircraft platforms, while garnering cost savings.

"The most recent advances in planning software are in use operationally, including airstrikes against enemy forces," Masterson said.

Other award winners named, however, assigned to the C3I and Networks Directorate, Crypto and Cyber Systems Division, San Antonio, Texas, was Maj. Kenneth M. McDougall. He was awarded the 2014 AFLCMC Engineering Technical Management Award.

Then Capt. McDougall rapidly fielded low-cost, high-impact cyber capabilities up to five times faster than previous deliveries that resulted in cyber sorties against enemy forces that led to the defeat of enemy combatants and protection of squads under fire.

"His leadership cut $50 million in duplicated costs, and increased deficiency resolution rates by 243 percent," said Masterson. "He paved the way for radically reduced time and integration costs for cyber capabilities and provided substantial input to United States Cyber Command's top program."
