HANSCOM AIR FORCE BASE, Mass. -- Five awards were recently awarded to Hanscom personnel during the Air Force Life Cycle Management Center Comptrollers Annual Awards Program held at Wright-Patterson Air Force Base, Ohio.
Seven operating locations, including Hanscom, connected via VTC to participate. The awards recognize AFLCMC teams and individuals who have demonstrated excellence through financial management programs.
Chief Financial Officer of the Year Category
Sean Duffy, chief financial officer for Command, Control, Communications, Intelligence and Networks Directorate, manages a portfolio of $14.5 billion in U.S. Air Force and Foreign Military Sales funds.
“Mr. Duffy was instrumental in the development of a process improvement, an integrated financial management ‘Waterfall’ tool to transparently identify and communicate funding tradespace,” said Tanya Lambert, C3I and Networks deputy director. “The tool was lauded by Air Force Acquisition for absolute transparency. The identified funding flexibility helped keep the directorate program whole, with more than $170 million of cuts rescinded.”
Additionally, Duffy received recognition for his assistance with the recent leadership transition of the program executive officer and deputy PEO.
Mid-Level Category
Victoria M. Cuff is the cost lead for the Fifth-to-Fourth Generation Gateway program and Multi-domain Adaptable Processing System (MAPS) program.
“Victoria’s MAPS estimate was critical to the FY18 [Fiscal Year 2018] program objective memorandum and Secretary of the Air Force roadmap, and her ability to identify the risks in the Fifth-to-Fourth Gateway schedule based on key early indicators led the program to a successful acquisition program baseline,” said Duffy.
The nomination also included her work in the community, mentoring junior analysts and more.
Civilian Category III
James Marois is a Battlefield Airborne Communication Node Joint Urgent Operational Need cost analyst.
“James’ rock solid affordability analysis secured $50 million, enabling a 200 percent increase in coverage in the area of responsibility,” said Col. Todd Krueger, Space, Aerial and Nuclear Networks Division senior materiel leader.
Marois also volunteers in the community and is working toward completing his master’s degree in cost estimating and analysis.
Process Improvement Category
The Integrated FM "Waterfall" Team received the Process Improvement Award. Members of the team include Duffy, Wesley Tate, Janette Sylvian and Barry Hogan, along with the C3I and Networks FM workforce who used the tool.
The “Waterfall” tool transparently identifies and communicates funding tradespace. During the 2016 Spring Program Review, C3I and Networks identified more than $200 million of tradespace with no program impact through the tool’s use.
If utilized Air Force-wide, billions of dollars of zero impact tradespace will better allocate Air Force transfer of allocations.
Technical Excellence Category
Receiving the Technical Excellence Award was the 28-member Theatre Battle Control Division Financial Management Branch. The team supports a $2.1 billion portfolio through six acquisition strategy plans, 11 requests for proposals and 13 source selections.
“Among the notable achievements made by this team was their ability to synchronize numerous baseline execution reviews,” said Alicia Tillman, Theater Battle Control Division chief financial officer. “The team also protected $19 million that enabled the Mobile Communications System to field earlier than expected.”
