Rule of Two
Bill Donaldson, Hanscom Small Business director, (on right), explains the small business 'Rule of Two' to attendees at an Air Force Life Cycle Management Center-Hanscom Small Business Panel in Newton, Mass., March 2, while Scott Kiser, Hanscom's director of Contracting, looks on. The 'Rule of Two,'which is outlined in the Federal Acquisition Register, is a way to determine if a small business set-aside is appropriate; there must be an expectation that there will be at least two small businesses who are capable of doing the work expected to bid, and at a fair market price.
