HANSCOM AIR FORCE BASE, Mass. – The 2025 Civilian Development application window will open Jan. 10 for Department of Defense civilian employees here.
Applications will be accepted in MyVector through Feb. 16.
“This program aligns with the Department of the Air Force's institutional competencies and the 66th Air Base Group’s Line of Effort 2: Build Better Airmen,” said Michael Van Nest, 66th Force Support Squadron Force Development Flight chief. “Programs range from short leadership seminars to comprehensive long-term training initiatives; all of these programs are designed to meet both short- and long-term leadership needs.”
The Civilian Development portfolio now encompasses five categories: Professional Military Education; Academic; Fellowship; Experiential Assignment/Program; and Leadership Seminars/Short Courses.
Basic Eligibility and Program Specifics
According to program officials, basic eligibility criteria include permanent, full-time, appropriated fund Air Force civilians. Additionally, nonappropriated fund and Federal Wage System employees, along with career broadeners on temporary promotion, may apply for specific programs.
“Program-specific eligibility requirements are tailored to the courses applied for, ensuring a nuanced approach to the selection process,” said Van Nest. “The Air Force Life Cycle Management Center takes a unique approach to the selection process, deviating from the standard procedure outlined by AFPC [Air Force Personnel Center].”
AFLCMC Selection Process
AFLCMC's process involves a thorough review by Center senior functionals, with AFLCMC serving as the final endorser for center-boarded applications.
“This allows for additional review, input, and potential redirection by the applicant’s senior functionals, optimizing the application for endorsement by leadership,” said Van Nest.
The outcome of AFLCMC's approach has been notable, with a 70 percent selection rate for primary or alternate attendees since 2019, according to officials.
“This underscores the effectiveness of their strategy in fostering competitive applications and increasing the likelihood of selection,” said Van Nest.
