Hanscom personnel honored with AFMC financial management and comptroller awards

Air Force Materiel Command recently announced the command's 2007 Financial Management and Comptroller Awards recipients. Three Hanscom individuals were among those honored as the best of 2007.

Senior Master Sgt. Kenneth A. Theriault, 66th Comptroller Squadron superintendent, earned the Financial Management Superintendent of the Year award for 2007. Sergeant Theriault was also AFMC's 2006 Financial Management Superintendent of the Year.

Before a four month deployment to the Area of Responsibility, Sergeant Theriault trained his temporary replacement as superintendent to cover the sergeant's critical responsibilities and achieve 100 percent on time Enlisted Progress Reports and feedbacks.

While deployed, Sergeant Theriault directly supervised 12 Airmen and provided support to more than 9,000 Coalition troops. He served as a paying agent, accounting for more than $10 million in U.S. and foreign funds with no funds lost and oversaw preparations for 850 vendor payments, worth more than $26 million, securing mission-critical resources for warfighters in the AOR. The sergeant also provided support 24/7 to aircrews, including 105 aircraft and 9,000 sorties.

Capt. David F. Osterhaus, 551st Electronic Systems Group weapons system budget analyst, was named AFMC's Financial Analysis Officer of the Year for 2007. Captain Osterhaus also received the Electronic Systems Center's Financial Management Company Grade Officer of the Quarter twice in 2007 for his financial and program management accomplishments.

As an appropriation lead, Captain Osterhaus managed 11 major programs worth more than $290 million while also preparing and coordinating the 551 ELSG's fiscal year 2008 $151.6 million financial plan funding request. He created, coordinated and briefed group leadership on the group's overall financial execution plan and status.

Captain Osterhaus also assumed the 551st ELSG's Quality Assurance Personnel and Advisory and Assistance Services management duties, including managing requirements and funding for more than 200 A&AS positions, coordinating more than $12 million of A&AS contract funding and facilitating the awarding of four new bridge contracts.

Capt. Jason B. Newman, 551st ELSG Airborne Warning and Control System cost estimating branch chief and an ESC Financial Management CGO of the Quarter in 2007, was named AFMC's Acquisition Cost Analyst of the Year for 2007.

Captain Newman is the cost estimating branch chief for the entire U.S., international and NATO AWACS portfolio, worth more than $4.3 billion. He provides critical cost estimating support and analysis to nine U.S. programs, seven international military sales customers and 15 NATO nations.

Captain Newman also reviewed and analyzed fiscal year 2010-15 funding and manpower strategies for Air Combat Command, and delivered the results in support of ACC's program objective memorandum submission to the Secretary of the Air Force, Acquisition.
