Cyber and Network Directorate welcomes new functional leaders

HANSCOM AIR FORCE BASE, Mass. – Three new senior leaders have been appointed to key functional roles within the Cyber and Networks Directorate, officials announced, strengthening efforts to advance acquisition execution, workforce development and talent management.

Meghan Rosso, Marcus Green and Jennifer Robaina bring experience in program management, contracting, and human resources to support the directorate’s mission.

“We are fortunate to have such a talented team stepping into these critical roles,” said Brig. Gen. Joshua Williams, program executive officer for the Cyber and Networks Directorate. “Their collective experience and leadership will strengthen how we deliver capabilities, support our workforce and execute our mission for the Department of the Air Force.”

Rosso will serve as the program management organizational senior functional and is responsible for supporting more than 320 civilian and military program management personnel.

She began her civilian service in 2008 through the trainee programs Student Career Experience Program and Palace Acquire Program. Later, Rosso served in multiple programs building experience across multiple acquisition phases.

“I’m honored to take on this role and support such a talented program management workforce,” said Rosso. “I’m committed to ensuring our teams are equipped and empowered to deliver timely, effective capabilities to the warfighter.”

Green becomes the contracting organizational senior functional and primary business advisor to Williams, overseeing a $21 billion portfolio supporting enterprise information technology, cybersecurity, combat communications and related systems.

He leads more than 250 contracting professionals who enable connectivity for more than 600,000 DAF users.

“It’s a privilege to lead this contracting team in support of such a critical mission,” said Green. “We will continue to pursue innovative approaches that accelerate delivery of capability and ensure our warfighters have the tools they need, when they need them.”

Robaina is the Human Resources chief for the directorate, leading human capital strategies and talent management initiatives.

“I’m excited to take on this role and continue supporting the workforce behind the mission,” she said. “By strengthening our talent management and development efforts, we can ensure our people are ready to deliver capabilities that make a difference for the warfighter.”

Together, according to directorate officials, the leaders bring expertise that supports the Cyber and Networks’ mission to deliver capability to the warfighter while strengthening the workforce and enabling mission success.
