HANSCOM AIR FORCE BASE, Mass. – -- Members of the workforce who drive privately owned vehicles on base for 60 or more days each year must participate in the Employee-vehicle Certification and Reporting System.
The Clean Air Act requires Hanscom AFB employees to comply with regulations governing vehicle emissions on federal installations.
“ECARS is a web-based system allowing drivers to annually self-certify their vehicles to comply with these requirements,” said Scott Sheehan, 66th Air Base Group environmental engineer.
The system sends automated emails to personnel assigned to Hanscom AFB. Employees have 30 days from receipt of the initial email to log into the CAC-enabled system to upload their vehicle emissions certification information.
“Everyone who is required to participate must update their information in ECARS,” said Sheehan. “Hanscom Air Force Base is currently 85% compliant, but our goal is 100% compliance.”
Those who carpool, drive electric or diesel-fueled vehicles, or do not operate a vehicle on the installation for 60 or more days each year must also self-certify their exemption in ECARS.
Contractors are not required to submit emissions information in ECARS.
